This chapter counts money and time; the item on refusing military service also concerns your personal liberty. It is a map of paths, not a manual for any one of them. The chapter first lays out the legal thresholds of all the paths side by side, then goes item by item through the things that are useful only if you know them: what you can get from joining the military, what openings there are into the state system (体制内) besides the civil service exam, which two majors chosen when you fill in your college applications after the gaokao lead directly to an established post (编制), whether you can still make up your educational credentials later, what kind of company to look for if you want to work abroad, what to do about social insurance if you don't join an employer, and whether, without capital to start with, you can borrow money on which the state pays part of the interest for you.

The paths open after eighteen go far beyond the ones this chapter covers. It includes only those that have public documents at the national level and whose thresholds and benefits can be checked point by point. Joining a state-owned enterprise, going into a factory, becoming a seafarer, freelancing, going on to study at high school and university: these paths are open too. It is just that there is no unified document to check for them, and this book does not write out their conditions from impressions.

Which path you take is your own business. This chapter offers only two things: which document each threshold is written in, and, once you are on a path, which deadlines and eligibilities become void once they lapse. The age and education thresholds of these twelve paths are all written explicitly in documents. To work, you must be at least 16. For military service, it is men who have reached 18, and for bachelor's-degree graduates the age can be extended to 24. For the civil service exam you must be 18 to 35 and have a junior-college (dazhuan) education or above. Two paths, the higher education self-study examinations (自考) and registering as an individual business (个体户), look at neither education nor age.

For military service, see the Military Service Law (兵役法): “Male citizens who have reached eighteen years of age shall be conscripted for active service; those not conscripted in that year may still be conscripted for active service before the age of twenty-two. The conscription age for graduates of regular institutions of higher education may be extended to twenty-four, and the conscription age for graduate students may be extended to twenty-six.” For the civil service exam, see Article 18 of the Regulations on the Recruitment of Civil Servants (公务员录用规定). The application requirements include “aged eighteen or above and thirty-five or below” and “having an educational level of junior college or above.” These two may be adjusted as appropriate with the approval of the competent civil service department at the provincial level or above. Article 19 of these Regulations lists five categories of people who may not apply. For example, people who have received criminal punishment for a crime, people who have been dismissed from public employment, and people listed as targets of joint punishment for dishonesty. For firefighters, see the Measures for the Recruitment of Firefighters of the National Comprehensive Fire and Rescue Teams (国家综合性消防救援队伍消防员招录办法). They are Beijing Normal University, East China Normal University, Northeast Normal University, Central China Normal University, Shaanxi Normal University and Southwest University. The undergraduate and graduate stages are designed as one program and assessed in stages; after finishing the undergraduate degree you go straight on to graduate study. Tuition and accommodation fees while you are enrolled are paid by the central government budget, and a living allowance is given in addition. Article 5 of these Measures: “Publicly funded teacher-education students are admitted in the early admission batch,” that is, admitted before the regular batches. For targeted medical students, see the Notice on Properly Handling Employment Placement and Contract-Performance Management for Rural Order-Based Targeted Tuition-Free Medical Students (关于做好农村订单定向免费培养医学生就业安置和履约管理工作的通知). It says: “After admission and before receiving the admission notice, an agreement must be signed with the training school and with the county-level health administrative department ... and human resources and social security department of the place of targeted employment.” For working abroad, see the Regulations on the Administration of Foreign Labor Service Cooperation (对外劳务合作管理条例). Article 5: engaging in foreign labor service cooperation requires approval from the competent commerce department to obtain a business qualification. Article 7, paragraph 4: “Without having obtained a foreign labor service cooperation business qualification certificate in accordance with the law and completed registration, no one may engage in foreign labor service cooperation.” A company without this qualification certificate that organizes people to go abroad to work is breaking the law by that fact alone. Article 8, paragraph 2: “No entity or individual may organize labor service personnel to go abroad to work under the name of business, tourism, study abroad or the like.” Taking orders on platforms and flexible employment have no statutory education threshold; for the basis for insuring yourself and for occupational injury protection, see Items 11 and 12 of this section. Once you reach the threshold, you still have to pass the hurdles of political requirements, a physical examination and a political review. These hurdles have no public scoring standards and cannot be found in the provisions. For the entry points into secondary vocational schools, technical schools and integrated vocational-education enrollment, see Section 23, Item 5; for financial aid when your family cannot afford it, see Section 23, Item 4. Individual businesses don't look at education, but opening a shop is not easy. For the capital, personal guarantees and the cost of closing down and exiting, see Section 12. A personal guarantee means that if the company cannot repay, you have to repay it yourself. For whether you can borrow start-up money as a loan on which the state pays part of the interest for you, see Item 16 of this section. The two paths of publicly funded teacher-education students and targeted medical students are settled on the day you fill in your college applications after the gaokao; the cost is set out in Item 13. For registration, see the Provisions on Military Service Registration Work (兵役登记工作规定). They say: “The military service organs of the people's governments of counties, autonomous counties, cities not divided into districts and municipal districts shall, before October 31 each year, organize male citizens within their administrative area who reach 18 years of age on or before December 31 of that year to carry out initial military service registration.” The same Provisions also say: “Initial military service registration is carried out mainly by online registration, completed by citizens on their own through the military service registration online platform.” For what happens if you don't register, see Article 57, paragraph 1 of the Military Service Law (兵役法). This paragraph covers those who “refuse or evade military service registration.” The penalty is: “the county-level people's government orders correction within a time limit; where it is not corrected after the time limit, the county-level people's government compels them to perform their military service obligation and imposes a fine.” The Military Service Law also says “The term of active service for conscripts is two years.” “According to the needs of the armed forces and on a voluntary basis, citizens who have reached seventeen but not eighteen years of age may be conscripted for active service.” Sergeants who “have served on active duty for twelve full years or meet other conditions prescribed by the state are assigned work by the local people's government at or above the county level in the place of resettlement.” Sergeants who “have served on active duty for thirty full years, or have reached fifty-five years of age, or meet other conditions prescribed by the state, are resettled through retirement.” Being assigned work means the government gives you a job; resettlement through retirement means you leave service as a retiree. The Regulations on Conscription Work (征兵工作条例) say “priority is given to ensuring the conscription of graduates of regular institutions of higher education and of recruits with special requirements for political or physical conditions or professional skills.” These Regulations also say “Where a citizen called up for conscription is a full-time student currently enrolled at, or a fresh graduate of, a regular institution of higher education, they may enlist at the place of their household registration (hukou) before enrollment or at the place where the school is located” (nationwide)

Registering and being called up are two different things, and their costs are far apart. The string of penalties that includes the ban on leaving the country within two years applies only to people who back out after being called up; see Item 3 (refusing military service). Women are not required to do initial military service registration; they are conscripted according to the needs of the armed forces. The conditions for soldiers to take the entrance exams for military academies, and for soldiers who perform well to become officers (提干), are all written in internal military regulations and cannot be looked up from outside. The Military Service Law says only two things: active-duty officers are selected and recruited from among “active-duty soldiers who perform outstandingly” and other personnel, and military academies' recruitment of cadets is not subject to the conscription age limits. This book does not give specific cut-off scores or numbers of places.

If you sign up and then refuse to go, the consequences come as a whole string. You cannot be hired as a civil servant, and state-owned enterprises and public institutions cannot recruit you either. For two years you may not leave the country, may not go on to further study, and may not return to school to resume your studies. You will also be put on the list of entities with serious dishonesty in fulfilling national defense obligations. So “sign up first and see; if it doesn't work out, back out” is a very expensive idea.

Article 57, paragraph 1, subparagraph 2 of the Military Service Law (兵役法) covers “citizens called up for conscription who refuse or evade conscription for active service.” The penalty is likewise: “the county-level people's government orders correction within a time limit; where it is not corrected after the time limit, the county-level people's government compels them to perform their military service obligation and imposes a fine.” Paragraph 2 of the same article: “Those who commit the conduct in subparagraph 2 of the preceding paragraph and refuse to correct it may not be hired as civil servants or as staff managed with reference to the Civil Servant Law of the People's Republic of China (中华人民共和国公务员法), may not be recruited or employed as staff of state-owned enterprises and public institutions, may not leave the country or go on to further study or resume their studies for two years, and are included in the list of entities with serious dishonesty in fulfilling national defense obligations and subjected to joint punishment.” Joint punishment means several departments work from the same list and together enforce the restrictions above. Article 58 extends the same set of penalties to people who have already enlisted. Where a service member, with the aim of evading military service, refuses to perform duties or deserts the armed forces, the consequences depend on how the case is handled. Those who are removed from the armed forces' rolls, expelled from military service, or held criminally liable in accordance with the law are punished under Article 57, paragraph 2. Among them, those removed from the rolls are also fined (nationwide, in effect from October 1, 2021)

What is counted here is personal liberty and eligibility for employment, not money. This string of penalties applies to only two kinds of people. One is “citizens called up for conscription who refuse or evade conscription for active service.” The other is people who, after enlisting, are removed from the rolls, expelled from military service, or held criminally liable. People who merely failed to register for military service are not included; for military service registration, see Item 2. The precondition for the penalties is “refusing to correct,” which the county-level people's government determines and penalizes. How large the fine is, each locality decides for itself, and this book does not give it. Whether to go is yours to decide, but decide it before you sign up.

If you join the military as a current student, a fresh graduate or a new student, the state pays your tuition for the years you study, compensated according to what you actually paid: up to 20000 yuan a year for undergraduate and junior-college students, and up to 25000 yuan for graduate students. If your tuition was low to begin with, only the amount you actually paid is covered. Your student status is kept for two years. For graduate entrance exams there is also a dedicated plan that recruits only discharged college-student soldiers.

A 2024 notice from the Ministry of Finance and three other departments says that higher-education students who go to perform military service get three benefits: tuition compensation, repayment on their behalf (代偿) of national student loans used for tuition, and tuition waivers. Repayment on your behalf means the state pays off this student loan for you. The standard for these three is “adjusted accordingly to a maximum of no more than 20000 yuan per person per year for undergraduate and junior-college students, and a maximum of no more than 25000 yuan per person per year for graduate students.” The new standard applies from the fall semester of 2024. For exactly how much is paid, see this sentence: “implemented according to whichever is higher of the tuition actually paid by the student or the national student loan obtained (including the principal and all interest accrued before it is fully repaid).” It is followed by another sentence: “the part exceeding the standard is not compensated, repaid or waived.” So what you get each year is the smaller of two amounts: “the higher of actual tuition and the student loan,” and the cap. If your tuition is 5000 yuan a year, you get 5000 yuan. The number of years covered is counted by the years of study, not the years of service. The 2019 Measures for the Management of Student Financial Aid Funds (学生资助资金管理办法) say: “The prescribed years of study already completed before enlistment are the years of tuition compensation or national student loan repayment; the remaining prescribed years of study completed after returning to school following discharge are the years of tuition waiver.” If a fresh graduate joins the military, the tuition for the entire length of the program is compensated. For student status, see the Law on the Protection of Retired Military Personnel (退役军人保障法). It says: “Where an active-duty service member was, before enlistment, already admitted to a regular institution of higher education or was a student studying at one, their admission eligibility or student status is retained during active service; within two years after discharge they are allowed to enroll or resume their studies, and may transfer to another major at the same school in accordance with relevant state regulations.” The Law also says: “Institutions of higher education may, according to overall state arrangements, recruit retired military personnel through separately listed plans, separate admissions and other means.” For graduate entrance exams, see the 2026 notice of the General Office of the Ministry of Education. This plan is called the “Discharged College Student Soldier Plan.” The notice says: “It is listed and issued separately within the overall scale of the national master's enrollment plan and used exclusively, and may not be converted into the general plan or other special plans. Admitting institutions decide on their own ... the preliminary exam score requirement (generally not higher than the preliminary exam score requirement for general-plan candidates in the corresponding discipline at that institution) ... under equal conditions, candidates with longer service are admitted first.” Listed separately and used exclusively means these places are carved out on their own and can be used only to recruit discharged college-student soldiers. In 2026 this plan is carried by 532 regular institutions of higher education (nationwide)

There are two more channels. One is the junior-college-to-bachelor's upgrade (专升本) without the general academic exams: a junior-college student who joins the military and finishes the junior-college program after discharge can apply to upgrade to a bachelor's program without the exam; the school tests vocational skills and admits the best. This has applied since the 2022 admissions; for the specific arrangements, see your province's notice for that year. The other is 10 extra points on the preliminary graduate entrance exam: discharged college-student soldiers who take the graduate entrance exam within 3 years after discharge get 10 points added to their preliminary exam total. If you apply under the dedicated plan you no longer get the extra points; the two cannot be enjoyed together. Those who have been awarded a Second-Class Merit or higher can apply to enter graduate study without the preliminary exam. The list of schools recruiting under the dedicated plan changes every year; in 2025 it was 523. The tuition standard has been adjusted twice: in 2019 it was 8000/12000, in fall 2023 it was changed to 16000/20000, and in fall 2024 to 20000/25000. Now the government assigns work in only six situations, and the vast majority of conscripts discharged after two years of service are not in any of the six. The tier in which the government does not assign work is called self-arranged employment (自主就业), and it has a hard deadline: you must report within 30 days after leaving active service. If you go past 30 days without a legitimate reason, you are deemed to have given up your resettlement benefits.

Article 25 of the Regulations on the Resettlement of Retired Military Personnel (退役军人安置条例) lists six situations in which the people's government of the place of resettlement assigns work. The original text is: “(1) sergeants who have served on active duty for 12 full years; (2) those who individually received a medal or honorary title during active service; (3) those who individually received a Third-Class Battle Merit, or a Second-Class Merit or higher award, during active service; (4) those who individually received a First-Level Commendation during active service; (5) those disabled in war and assessed at disability level 5 to 8; (6) children of martyrs.” The Regulations also say: “The people's government of the place of resettlement shall complete the task of arranging work for retired sergeants and conscripts within 6 months of receiving them.” Employers “shall, in accordance with regulations, sign with them a medium- to long-term appointment contract or employment contract of no less than 3 years. Among these, an enterprise that receives a retired sergeant with 10 or more years of military service shall sign an open-ended employment contract with them.” Open-ended means the contract has no end date written on it. While waiting for work to be arranged, “a living subsidy is paid monthly at the local monthly minimum wage standard.” If, for reasons not your own, you are not placed in a post as required, “living expenses are paid monthly at a standard of no less than 80% of the average wage of personnel under the same conditions at that employer, until placement.” Situations in which resettlement by assigned work is not allowed include having been expelled from the Communist Party of China and having received criminal punishment. On the day these Regulations took effect, the 2011 Regulations on the Resettlement of Discharged Soldiers (退役士兵安置条例) (State Council and Central Military Commission Order No. 608) were repealed. Many guides online still cite the old regulations, but the wording of the conditions has changed; the old version said “received a Second-Class Merit or higher award in peacetime, or a Third-Class Merit or higher award in wartime.” The 30-day deadline applies only to the self-arranged employment tier; for other forms of resettlement you report “within the prescribed time.” When you report, you are issued a veteran preferential treatment card, and the later retirement payment, employment and entrepreneurship support and education aid all connect from there.

The third is tax: if you open a shop or do business yourself, you can pay up to 20000 yuan less tax a year for 3 years.

For the first, see the Regulations on the Resettlement of Retired Military Personnel (退役军人安置条例). They say: “Retired sergeants and conscripts taking self-arranged employment are paid a one-time retirement payment according to their years of active service.” Who pays: “It is specially arranged by the central government budget; the specific standard is determined by the competent veterans affairs department of the State Council and the political work department of the Central Military Commission together with the finance department of the State Council ... and adjusted in a timely manner.” The increase comes in five tiers. A medal or honorary title: an increase of 25%; a First-Class Battle Merit or First-Level Commendation: 20%. A Second-Class Battle Merit, a First-Class Merit or a Second-Level Commendation: 15%. A Third-Class Battle Merit or a Second-Class Merit: 10%; a Fourth-Class Battle Merit or a Third-Class Merit: 5%. The Regulations also say: “Retired military personnel who do not find employment promptly may, in accordance with the law, apply to the human resources and social security department of the place of their household registration (hukou) for unemployment insurance benefits, with years of active service deemed to be years of insured contribution, except for retired military personnel resettled through retirement or support.” Deemed to be contribution years means that even though you paid nothing for those years, they are counted as if you had. For the second, see the Law on the Protection of Retired Military Personnel (退役军人保障法): “The years of active service of retired military personnel are counted as years of work, and are added together with their years of work at their employer after discharge.” Years of work are the number of years since you started working; the years in service and the years after discharge keep adding up. The Law also says that years of active service are “combined in accordance with the law” with contribution years for pension, medical and unemployment insurance before enlistment and after discharge, and “the active-service experience of retired sergeants and conscripts is deemed grassroots work experience.” The Military Insurance Law (军人保险法): “The years of active service of service members are deemed to be contribution years for employee basic medical insurance, and are combined with the contribution years of participation in employee basic medical insurance before enlistment and after leaving active service.” For the third, see the 2023 Announcement No. 14 of the Ministry of Finance, the State Taxation Administration and the Ministry of Veterans Affairs. The announcement covers discharged soldiers in self-arranged employment who engage in individual business: “within 3 years (36 months, the same below), with a limit of 20000 yuan per household per year, deduct in sequence from the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and individual income tax actually payable that year. The limit may be raised by up to 20%.” A deduction means it is subtracted in order from these taxes due that year until the limit is reached; it is not money paid to you. For enterprises that hire them, “the fixed amount is 6000 yuan per person per year, which may be raised by up to 50%.” The implementation period is January 1, 2023 to December 31, 2027. The Regulations say only that the amount is set separately by the competent departments. The official figure that can be found is in a 2020 article on the Ministry of Veterans Affairs website: “for each full year of active service, 4500 yuan is paid”; the same article also says “adjusted in a timely manner.” The increase percentages in that article no longer match the current Regulations; go by the Regulations. An August 2024 article by the Guizhou Provincial Department of Veterans Affairs, under the new Regulations, still says “the standard currently applied is: for each full year of active service, a soldier is paid 4500 yuan.” TODO (to be verified: no formal standard document was found; it can only be confirmed that as of August 2024 a provincial department still wrote this). Also, don't mix it up with local “one-time economic subsidies.” Those are a separate sum each locality sets and pays itself; for example, in Yantai, those discharged in 2024 get a subsidy of 6000 yuan per year of service. Most of the new figures in online guides have no source, and some simply mix these two sums together. While a conscript is serving, the family can also claim a separate family preferential payment. The Military Service Law (兵役法) says only that “the standard is set by local people's governments, with a fixed subsidy from the central government budget”; for the exact amount, ask the county-level people's government that approved your enlistment. The tax item is the most tax you can avoid paying each year. If the business doesn't take off, you won't use all of it, so the benefit level for this item as a whole is set only at “medium.” The Regulations on Promoting Employment and Entrepreneurship of Retired Military Personnel (退役军人就业创业促进条例), in effect from August 1, 2026, add one more point: vocational qualification certificates for skilled personnel obtained during service are valid nationwide after discharge.

The notice on the fourth round of the “Three Supports and One Assistance” program says “the service period is two years.” It also says: “Each province (autonomous region, municipality) shall each year set aside about 10% of its civil service recruitment plan for targeted recruitment of personnel from grassroots service programs such as the ‘Three Supports and One Assistance’ program. When county and township grassroots public institutions in each province (autonomous region, municipality) recruit openly, they shall, according to local circumstances, set aside a certain number or proportion of posts for special recruitment of ‘Three Supports and One Assistance’ personnel who have completed their service period and passed the assessment ... after hiring, a probation period may no longer be agreed.” Targeted recruitment and special recruitment mean these places are competed for only among people who have served in grassroots service programs; others cannot apply. The same notice also says: “‘Three Supports and One Assistance’ personnel who pass the assessment at the end of their term and take the national master's entrance exam within three years get 10 points added to their preliminary exam total and are admitted first under equal conditions ... graduates of higher vocational (higher junior-college) programs who complete their term and pass the assessment may enter junior-college-entry bachelor's programs in adult higher academic education without an exam.” Entering without an exam means you go straight on to a junior-college-to-bachelor's (专升本) program without taking another exam. The notice also says: “Personnel with no work experience before joining the ‘Three Supports and One Assistance’ program who complete their term and pass the assessment may, within two years, enjoy the same policies as fresh graduates in recruitment (hiring) by government bodies, enterprises and public institutions, starting their own businesses, settling their household registration (hukou), further study and so on. The years of grassroots service of ‘Three Supports and One Assistance’ personnel count as years of work, and their start-of-work date is counted from the day they report to the grassroots.” The central government subsidy standard is 30,000 yuan per person per year in the western region, 24,000 yuan in the central region and 12,000 yuan in the eastern region. The opinions of the General Office of the CPC Central Committee and the General Office of the State Council say: “Personnel with no work experience before joining a grassroots service program may, within 2 years after completing the service period and passing the assessment, enjoy the same policies as fresh college graduates in recruitment (hiring) by government bodies and public institutions, employment by all kinds of enterprises, starting their own businesses, settling their household registration, further study and so on.” The opinions also say: “Government bodies at the provincial level and above recruiting civil servants shall, except for special positions, recruit only from people with 2 or more years of grassroots work experience, in accordance with relevant regulations.” Another path is the Western Program (西部计划). The fourth round of the Three Supports and One Assistance program covers 2021 to 2025. This time no fifth-round document or 2026 annual notice was found; check that year's recruitment announcement before applying. In 2025 the central government budget supported the recruitment of 34430 people. The original text of the Western Program's implementation plan cannot be found online; the policy column on its official website does not open. Its benefits after the term ends follow the document of the General Offices of the CPC Central Committee and the State Council that covers all grassroots service programs. For these two years you are paid a government subsidy, not a market wage, and this cost has to be weighed together with the targeted recruitment two years later.

For firefighters, see the Measures for the Recruitment of Firefighters of the National Comprehensive Fire and Rescue Teams (国家综合性消防救援队伍消防员招录办法). The basic requirements in Article 5 include “aged 18 or above and 22 or below” and “having an educational level of senior high school or above.” Article 6: “For persons with a junior-college degree or above, discharged soldiers of the People's Liberation Army and the Armed Police Force, and government full-time firefighters and government full-time forest firefighters with 2 or more years of practical firefighting and rescue experience, the age may be extended to 24; for specialized talent urgently needed for fire and rescue work, the age may be extended further with the approval of the Ministry of Emergency Management, in principle to no more than 28.” Article 7: “Firefighters are recruited openly from the public, mainly from the permanent residents of the provincial-level administrative region, and may also be recruited from other provinces as needed.” The recruitment procedure set out in Article 9 is: “publicity and mobilization, organizing applications, eligibility review, physical examination, political review, fitness test and job-suitability test, psychological test and interview, public notice, hiring.” For civilian military personnel, see Article 18 of the Regulations on Civilian Personnel of the Chinese People's Liberation Army (中国人民解放军文职人员条例): “The armed forces implement a system for recruiting and hiring civilian personnel that combines open examinations, direct recruitment and special recruitment.” These are three lines: hiring through open examinations, directly bringing in ready-made talent, and special recruitment aimed at particular groups. First, firefighter recruitment must set aside a certain proportion specifically for retired sergeants and conscripts. Second, when auxiliary police officers (辅警) are recruited, retired military personnel are given priority under equal conditions. For both paths, each year's number of places, posts and specific requirements are as set out in that year's announcement; this book gives only the fixed thresholds in the measures. Article 3: “Citizens of the People's Republic of China, without restriction by sex, age, ethnicity, race or level of education already received, may all take the higher education self-study examinations in accordance with these Regulations.” Article 20: “Students currently enrolled at full-time schools of all levels and types may not apply.” Article 25 sets out three conditions for getting a diploma: passing all the courses, completing a graduation thesis or practical assignment, and passing an assessment of ideological and moral character. If you meet all of them, you can obtain a diploma. The article also says “The state recognizes the academic qualifications of those who obtain a junior-college (foundation course) or bachelor's diploma.” Article 32 covers the pay of diploma holders: “Those not already employed, once hired, are treated the same as graduates of the same type from regular institutions of higher education.” Article 21 of the Higher Education Law (高等教育法): “The state implements a system of higher education self-study examinations; those who pass the examinations are issued the corresponding academic certificate or other study certificate.” For adult college entrance exams, see the 2025 National Adult College Admissions Measures (2025 年全国成人高校招生办法). There is also a regular junior-college-to-bachelor's route (普通专升本) for fresh full-time junior-college graduates. The publicly available national-level document is a 2007 Ministry of Education notice, which says the junior-college-to-bachelor's plan is no more than 5% of that year's fresh junior-college graduates. From 2020 the Ministry of Education expanded junior-college-to-bachelor's enrollment, by 322,000 people year on year that year, and the 5% line is in practice no longer followed. Each year's specific arrangements are set in a letter issued by the Department of College Students of the Ministry of Education; for 2026, for example, it is Jiaoxuesihan [2025] No. 53. This letter is not made public; its document number can be seen only in documents forwarded by the provinces. The eligible applicants are decided by each province, which basically admits only its own full-time junior-college graduates of that year, so the main text does not give its conditions. From fall 2025, higher academic continuing education is no longer called “correspondence” or “spare-time” study; it is uniformly called “part-time.” Higher academic continuing education is the kind adults use to make up educational credentials later; be wary of promotional material that still uses the old names. The original text says to “lift” household registration restrictions, and it leaves an opening for megacities; it does not say “already abolished nationwide.” For exactly how far they have been lifted, ask the city where you want to be insured. The benefit level is set at “large” because interrupted contributions cost you the pension and medical benefits themselves, worth far more than ten thousand yuan. But the cost is real too: paying the full amount yourself is a thousand yuan or more a month. For publicly funded teacher-education students, see the Implementation Measures for Publicly Funded Education of Teacher-Education Students With Integrated Undergraduate and Graduate Study at Normal Universities Directly Under the Ministry of Education (教育部直属师范大学本研衔接师范生公费教育实施办法) (2024; the 2018 measures were repealed at the same time). Article 2: the central government budget covers students' tuition and accommodation fees while they are enrolled and provides a living allowance. Article 3: training is focused on prefectures (cities, autonomous prefectures, leagues) and below in the central and western regions, outside provincial capitals. It also says “may not be targeted to teach in municipalities directly under the central government, cities specifically designated in the state plan, or the main urban districts of provincial capitals (except in the five autonomous regions, land border provinces, Hainan Province, Guizhou Province and Qinghai Province).” Article 9: after graduation, students generally return to teach at primary and secondary schools in the targeted prefecture (city, autonomous prefecture, league) of their home province, and “commit to working in primary and secondary education for 6 years or more.” Those who work at schools in cities and towns “shall teach at a rural compulsory-education school for at least 1 year.” Article 13: those who do not fulfill the agreement, or do not complete its full term, bear responsibility under the agreement. One of the consequences is: “the breach is entered into the credit record and promptly shared with the national credit information sharing platform, and materials related to the breach are placed in the person's personnel file.” Another sentence is: “Before completing the service obligation, they may not teach outside the targeted prefecture (city, autonomous prefecture, league) and may not be recruited (hired) as other public servants. Once the service obligation is completed, the related credit is restored.” Until you have served the full term set in the agreement, you cannot apply for other public posts; only once you have served it in full is your credit record restored. Article 6: those found after admission, on evaluation, to be unsuited to teaching, within 1 year of enrollment, repay the public education costs already received and are moved to a non-teacher-education major. Article 14: those who do not obtain the Master of Education academic and degree certificates and the teacher qualification certificate within the prescribed period of study are treated as being in breach, repay the costs and pay liquidated damages. Article 21: localities provide, within their existing total of public-institution established posts, the established posts needed for publicly funded teacher-education students to teach at primary and secondary schools. For rural order-based targeted tuition-free medical students, see a different notice. After admission and before receiving the admission notice, they must sign an agreement with the training school and with the county-level health and human resources and social security departments of the place of targeted employment. In the agreement they must “commit to serving for 6 years at the targeted rural grassroots medical and health institution after graduation.” Fulfilling the agreement means going to the designated place under the agreement and serving the full term. After reporting for work to fulfill the agreement, they must take part in 3 years of standardized resident training in general practice, known for short as guipei (规培). Standardized residency training is the stage after graduation in which you keep building your skills in a hospital to a uniform standard. During the training, the original personnel and wage relationships remain unchanged. The breach record is placed in the individual's personnel file and serves as a basis for integrity evaluation in open recruitment (hiring) by administrative bodies and public institutions such as medical and health institutions, in admission to standardized resident training, and in graduate admissions. People who breach in bad faith are publicly named nationwide through the “Credit China” website and subjected to joint punishment for dishonesty. For those in breach, the years of training do not count toward the service period. The 2024 Measures changed publicly funded teacher education to “integrated undergraduate and graduate study” (a bachelor's degree followed directly by a Master of Education). The old 2018 measures have been repealed; “start teaching straight after your bachelor's degree,” which still circulates online, is the old version. Those who signed an agreement before the Measures were issued follow their original agreement. “Having an established post” does not mean “once you're in, there's nothing more to worry about”: established posts have to be freed up within the existing total, and specific posts are filled through special recruitment organized by the prefecture or city with the hiring schools, where you and the school choose each other. Targeted medical students may leave once the service period is over; the document states: “Upon completion of the service period, those choosing their own employment shall be allowed to do so.” Those already in breach also have a way to clear the breach record; the cost is serving at least another 6 full years, either under the original agreement or at another rural grassroots institution in the province, and the costs and liquidated damages already paid are not refunded. Medical students also have to count the 3 years of standardized residency training, so the whole cycle is longer than for teacher education. Article 5 of the Regulations on the Administration of Foreign Labor Service Cooperation (对外劳务合作管理条例): engaging in foreign labor service cooperation requires approval from the competent commerce department at the provincial level or of a city divided into districts to obtain a business qualification. This business qualification is that foreign labor service cooperation business qualification certificate; without it, no one may organize people to go abroad to work. Article 7: the list of business qualification certificates is reported to the competent commerce department of the State Council and communicated to Chinese embassies and consulates abroad. This article also says “Without having obtained a foreign labor service cooperation business qualification certificate in accordance with the law and completed registration, no one may engage in foreign labor service cooperation.” Article 8: “No entity or individual may organize labor service personnel to go abroad to work under the name of business, tourism, study abroad or the like.” Article 9: within 5 working days from the date of registration, the enterprise shall deposit at a designated bank “a foreign labor service cooperation risk-handling reserve fund of no less than 3 million yuan in renminbi,” and the list of depositors is made public. Article 10: the reserve fund is used to pay service fees that should be refunded, wages, and losses to be compensated under the law, which the enterprise refuses or is unable to pay. It is also used for “the costs required for labor service personnel to return home or receive emergency assistance because of an emergency.” Article 11: labor service personnel may not be organized to go abroad to do work related to gambling or pornographic activities. Article 12: personnel who have not been given training may not be organized to go abroad. Article 13: personal accident insurance shall be bought for labor service personnel for their period of work abroad. Article 21 and Article 23: written contracts must be concluded separately with the foreign employer and with the labor service personnel; without them, personnel may not be organized to go abroad. Article 25: “may not charge labor service personnel a security deposit under any name or require labor service personnel to provide property as a guarantee.” Article 26: the contract is filed with the competent commerce department within 10 working days from the date it is concluded. Article 29: where the rights and interests labor service personnel actually receive do not match the contract, the enterprise shall assist in claiming compensation; those who do not receive the compensation due have the right to require the enterprise to bear liability for compensation. Article 31: where the security situation in the country or region concerned makes personal safety hard to guarantee, the enterprise may not organize labor service personnel to go there. Article 37: competent commerce departments establish a system of bad credit records and public notices. The penalties are in the articles that follow. Article 39: those engaging in foreign labor service cooperation without the qualification are investigated and shut down, and where it constitutes a crime, criminal liability is pursued. Article 40: for organizing people to go abroad under the name of business, tourism or study abroad, lending out the qualification, or organizing work related to gambling or pornography, the business qualification certificate is revoked. Article 43: for organizing people to go abroad without signing contracts, or by concealing information or providing false information, the fine is from 100,000 yuan to 200,000 yuan. The compliant process goes like this: the company first signs a written labor service cooperation contract with the foreign employer, then signs a written service contract or employment contract with you. The contract must state the work content, term, pay, working hours, leave, social insurance and personal safety risks. Within 10 working days of signing, the company must file it with the competent commerce department. The company must also arrange training for you in skills, safety precautions, the foreign language and local laws and customs, and buy you personal accident insurance for your period of work abroad. A company that won't let you see the contract, asks for a security deposit, or pushes you to leave first and complete the formalities later is exactly the kind to avoid. For high-paying overseas job scams and online fraud compounds, see Section 21, Item 5; the safety alerts to check before you leave and 12308 are in Section 21 and are not repeated here. The Regulations set no education or age threshold for the people who go to work; the threshold lies in the company's qualifications, and also in whether the country where you work grants a permit. The company may sign contracts only with enterprises or organizations approved by that country, not with individuals abroad. The reserve fund is drawn on by the competent department when the company defaults; you cannot withdraw it yourself. So if something really goes wrong, you still have to complain to the competent commerce department first; Article 20 gives you this right to complain. A company sending more than 100 people to the same country or region must arrange accompanying managers and file with the embassy or consulate. Projects with fewer people don't have this layer of protection, so it is all the more important to keep your contracts and transfer records yourself.

It says: “Except as otherwise provided by the finance and taxation authorities of the State Council, the following income, regardless of whether the place of payment is within China, is income sourced from within China: (1) income obtained from providing services within China due to holding office, employment, performance of contracts and the like.” Article 6 of the same Regulations defines two tax categories. One is wages and salaries: “Income from wages and salaries means wages, salaries, bonuses, year-end raises, labor dividends, allowances, subsidies and other income related to holding office or employment obtained by an individual due to holding office or employment.” The other is remuneration for services: “Income from remuneration for services means income obtained by an individual from providing services, including income from design, decoration, installation, drafting, laboratory testing, testing, medical, legal, accounting, consulting, lecturing, translation, manuscript review, calligraphy and painting, sculpture, film and television, sound recording, video recording, performances, shows, advertising, exhibitions, technical services, referral services, brokerage services, agency services and other services.” Article 6 of the Individual Income Tax Law (个人所得税法) sets out how taxable income is calculated: “For a resident individual's comprehensive income, taxable income is the balance of the income amount for each tax year after deducting expenses of sixty thousand yuan, special deductions, special additional deductions and other deductions determined in accordance with the law.” The same article also says “For income from remuneration for services, income from author's remuneration and income from royalties, the income amount is the balance of income after deducting expenses of twenty percent.” This sentence about deducting 20% lists only these three; wages and salaries are not among them. So wages and salaries count in full toward the income amount, and the two tax categories produce different amounts of tax. Article 9: “For individual income tax, the recipient of the income is the taxpayer, and the entity or individual paying the income is the withholding agent.” Article 10: “In any of the following situations, the taxpayer shall file a tax return in accordance with the law: ... Article 9: “Individuals' conversion of foreign exchange into renminbi and domestic individuals' purchase of foreign exchange are subject to annual quota management. Which tax category applies depends on your relationship with the other party. If you signed an employment contract and the work is directed by them, it counts as wages and salaries. If you take on work by the project on your own and deliver results, it counts as remuneration for services. The two produce different amounts of tax; work out which one you are before filing. When the money comes in, up to the equivalent of 50,000 US dollars a year, you can convert it at a bank with just your ID card; for the part above that, you have to give the bank your employment contract and proof of income. Don't get other people to split the payments to get around the quota. All of the above is about the situation where you are in China and do not leave the country. Actually leaving the country to work abroad for a foreign employer is a different set of rules; see Item 14 of this section (if you want to work abroad, first check whether the company has a foreign labor service cooperation business qualification). This book does not yet cover the following four points. All of them may carry real costs, but for now no basis that can be checked word for word has been found. First, whether this income is subject to value-added tax and whether an invoice needs to be issued on your behalf. Second, whether doing this long term requires a business license or registering as an individual business. If you really must borrow to get started, look first at this loan with a government interest subsidy. An individual can borrow up to 300,000 yuan for up to 3 years, and the government pays half the interest for you. One hard condition is often overlooked: when you apply, neither you nor your spouse may have any other loans in your names; only student loans, small loans for people lifted out of poverty, mortgages, car loans and small consumer loans of 50,000 yuan or less are not counted.

The conditions for individual applicants are in Article 6 of the Measures for the Management of Special Funds for Inclusive Finance Development (普惠金融发展专项资金管理办法) (Caijin [2023] No. 75). The first condition is belonging to a key employment group. The document lists registered unemployed people in cities and towns, people with employment difficulties (including people with disabilities), retired military personnel, and people released after serving prison sentences. Also college graduates (including college-graduate village officials and students returning from study abroad), and workers and unemployed people from enterprises cutting overcapacity. Also migrant workers returning home to start businesses, online merchants, people lifted out of poverty, rural farmers starting their own businesses, and others. The second condition is having no other loans in your name: “Apart from student loans, small loans for people lifted out of poverty, housing loans, car purchase loans and small consumer loans of 50,000 yuan or less (including credit card spending), the applicant and their spouse have no other loans at the time the applicant submits the business start-up guaranteed loan application.” Article 9: “For eligible business start-up guaranteed loans, the finance department provides a fiscal interest subsidy of 50% of the loan's actual interest rate. For business start-up guaranteed loans that are extended or overdue, the finance department in principle provides no interest subsidy.” The interest subsidy means the government pays half the interest for you. Extension means pushing the loan back after it falls due; overdue means it was not repaid by the deadline; in these two cases the government no longer pays for you. Article 10: for business start-up guaranteed loans of 100,000 yuan or less applied for by individuals, counter-guarantees are in principle abolished; you need not find someone else, or put up property, to guarantee the guarantee agency. Article 11: individual business start-up guaranteed loans within the scope of award and subsidy support have “an amount of no more than 300,000 yuan and a loan term of no more than 3 years.” For partnerships starting a business it can be raised as appropriate, up to no more than 110% of the sum of the individual caps. The interest-rate caps on loans with award and subsidy support come in three tiers: LPR+50BPs in the eastern region, LPR+150BPs in the central and western regions, and LPR+250BPs in areas lifted out of poverty. LPR is the banks' loan prime rate, and BPs is a unit of measurement for interest rates; the more is added, the higher the interest. Those who “repay actively, have a strong capacity to create jobs and have a good business project” can apply again after the loan matures, up to no more than 3 times in total. Article 8: applicants first apply to the local human resources and social security department for an eligibility review, then submit an application to the guarantee agency and the handling bank. Article 12: with the consent of the provincial-level people's government, localities may expand the scope of support and raise the loan amount and the interest subsidy ratio (nationwide)

The government paying half your interest does not change the fact that “borrowed money has to be paid back.” This book's position in Section 12, Item 1 has not changed: start a business only with money you can afford to lose, don't touch the family savings, don't sign a personal guarantee for a company loan, and even less should your spouse sign along with you. If you have already decided to borrow, this kind of policy loan is the lowest-interest tier; stay away from consumer loans and private lending. Provinces can raise the amount and scope; how much can actually be approved is as stated by the local human resources and social security department that year. The 2020 notice from the pandemic period with “up to 200,000 for an individual” was a temporary document; look at these Measures now.
