This section works out two accounts, money and personal freedom. It does not discuss whether you should go abroad, and it does not compare schools. Not knowing the following four things will cost you: what keeps your visa status unbroken, where the cap on work hours is, which insurance and fees are mandatory, and whether your diploma will be recognized after you come back home.
It covers four countries, the United States, Canada, the United Kingdom and Australia, with the figures listed country by country. The sources are the official web pages of each country's immigration authority and of China's Ministry of Education. Each country's study-abroad policies change often, even more often than Chinese regulations. All figures in this section are as of September 2026. Before you leave, and before every visa renewal, check again yourself using the links in the Sources field.

Before paying tuition, check whether the school is on the CSCSE's list of institutions eligible for authentication

After you come back home, if this diploma is to be used for civil service exams, getting into a state-owned enterprise, settling your household registration (hukou), or professional title evaluation, it first has to pass authentication. Authentication is done by the Ministry of Education's Chinese Service Center for Scholarly Exchange. If the school is not on the list eligible for authentication, your tuition and time are wasted, and the diploma can't be used in China. Checking the list costs nothing; check first, then pay tuition.

The Chinese Service Center for Scholarly Exchange (Ministry of Education) has a recognized-institution search portal. You can search by country or by school name. What it checks is whether the academic credentials and degrees the school issues fall within the scope of authentication. In addition, the Ministry of Education's Education Foreign Affairs Supervision Information Network (教育部教育涉外监管信息网) publishes regulatory information on Sino-foreign cooperative education and on education run outside China

An agent saying “recognized by the Ministry of Education” doesn't count; go by what you find online yourself. The list changes: a school on the list when you enroll may not still be on it when you graduate, so recheck once a year while you study. Sino-foreign cooperative programs have a separate system of authentication and registration. If you enrolled in 2008 or later, you can look up your own registration number on the foreign affairs supervision network with your name and ID card number.

The US had planned to change F-1 to at most four years, leaving within 30 days of finishing. The day before it was to take effect, a federal court stayed it. So for now the old rules still apply: you stay as long as your studies take, and after finishing you have 60 days to prepare to leave. A stay is not a repeal; the government can still appeal, and the rules could change again at any time.

The Department of Homeland Security published a rule on July 17, 2026, originally set to take effect on September 15, 2026. Under it, F-1 students would no longer be admitted for “until you finish” but for a fixed period, at most four years, and when it expired they would have to apply separately for an extension. After finishing their studies or an internship, they would have only 30 days to prepare to depart. On September 14, 2026, Judge Saylor of the federal district court in Massachusetts, under section 705 of the Administrative Procedure Act, postponed the rule's taking effect. The stay applies nationwide and to the entire rule. The court did not vacate the rule: the request to vacate was denied, but it may be raised again later. The case is still being heard. Under this court order, people in the F, J and I visa categories are still admitted for “until you finish,” the 60-day grace period for departure remains as before, and there is no need to apply separately for an extension

This item is current as of September 25, 2026. The government can appeal to the Court of Appeals for the First Circuit, and DHS can also fix the rule and publish it again. So if you will be studying for several years, don't assume the old rules will stay unchanged. The court has set a further hearing on October 2, 2026 for both sides to report on progress; after that date, check your school's notices again. If the new rule takes effect later, an extension will have to be applied for separately before the period expires; it will not renew automatically. Under the old rules, if you stop studying early, your departure deadline is different from that for finishing; ask your school's international student office first. The J visa is in the same rule, with details different from F-1; check according to your own visa category.
Work hours are a hard red line written into the rules of all four countries, the US, Canada, the UK and Australia; going one hour over violates your visa conditions

Going over violates your visa conditions: your visa may be canceled, you may be deported, and you will be questioned about it in future applications. The caps are: US, 20 hours a week; UK, 20 hours a week for degree-level study and 10 hours below degree level; Canada, 24 hours a week; Australia, 48 hours every two weeks. Two jobs count together.

US F-1 students may not work on campus more than 20 hours a week while school is in session. Approved off-campus part-time work is likewise 20 hours a week. During vacations, full-time work is allowed. The basis is US federal immigration regulation 8 CFR 214.2(f)(9). Under the UK Student visa, those on courses at degree level and above may work 20 hours a week during term, and those below degree level 10 hours a week. Part-time courses allow no work at all. Students also may not be self-employed (working for themselves), nor work as a professional sportsperson or entertainer. The basis is the part of the UK Immigration Rules that governs students, Appendix Student ST26.1 and ST26.5. In Canada, eligible full-time students may work off campus at most 24 hours a week; the basis is section 186(v) of Canada's Immigration and Refugee Protection Regulations (IRPR). Under the Australian student visa, while the course is in session, work is capped at 48 hours every two weeks. Research master's students, doctoral students and their family members are not subject to this limit

In the US, off-campus work must be approved first. While the I-765 application for work authorization is still pending, you may not start work. In Canada, older permits are printed with 20 hours a week; as long as you still meet the conditions, you can actually work up to 24 hours, and the current rules are what count. The UK ban on self-employment reaches very far: taking on private gigs, running an online shop and freelancing all count.

Whether you can work depends on whether you are currently studying full-time. Once you take a leave of absence, withdraw, are expelled, or are not in classes while transferring, your eligibility to work ends on the spot. Keep working then, and it is illegal work. Canada states explicitly that you may not work off campus during an authorized leave from studies. If you are not studying while transferring schools, you also may not work off campus. Only after you resume your studies can you start working again. In the US, on-campus work eligibility is given only to F-1 students whose status in SEVIS is Active. SEVIS is the US records system for international student status, and Active means enrolled and valid. These students must also maintain a full-time course load. If coursework is heavy and you want to drop courses, first ask clearly how far you can drop before you no longer count as full-time. This trips people up even earlier than work does. If you are expelled by the school, or your program is terminated, your status usually ends that same day. Don't wait for a formal letter from the school before acting.

Nos. 2 and 3 twice warned of frequent cases targeting Chinese citizens in the Philippines and a poor environment for study there (2025-07-18, 2025-08-30). No. 4 warned that public security and the study environment in Japan are poor, and advised planning study in Japan with caution (2025-11-16)

Australia's Department of Home Affairs requires student visa applicants and their family members to buy Overseas Student Health Cover (OSHC), held for the whole stay in Australia with no break. The insurance must come from an insurer approved by Australia. Those who fall under an exemption from buying it are excepted. There must be no gap between the new insurance and the insurance from the previous visa. If you can't produce proof of insurance when entering, you may be refused entry. If you enter before your course starts, the insurance start date must be the day you actually arrive in Australia

If the school arranges it for you, ask for the insurer's name, the policy start and end dates and the policy number; you have to fill these in on the visa application. Buying too short a cover will cause problems with renewal; better to buy it to beyond graduation, with a little extra.
UK: on top of the visa fee there is a healthcare surcharge charged by the year, 776 pounds a year for students, paid in full at application

Going to the UK costs more than the visa fee. You also prepay the healthcare surcharge for the number of years on your visa, and only once it's paid can you use the UK's National Health Service. The UK Student visa fee is 558 pounds. Whether you apply from outside the UK, or extend or switch inside the UK, it is this amount. There is also the healthcare surcharge, which you must pay to use the UK's National Health Service; it is prepaid in one go at application, according to the number of years on the visa. Students and their family members pay 776 pounds a year; for example, a 2-year visa comes to 1552 pounds. Applicants in other categories pay 1035 pounds a year. Visas of more than 6 months but under 1 year are charged as a full year

The process has four steps: register and complete real-name verification, submit the application and materials online, pay online, and wait for evaluation and review. The published working time limit for authentication is 10 to 20 working days. Working days exclude weekends and holidays; this period is the time the CSCSE uses for its review

The materials to submit are: the diploma certificate, passport or travel permit, residence card or visa endorsement, ID photo, and authorization statement. Your entry and exit records for the period abroad are pulled by the system itself, so don't lose the visa pages from your time abroad. The CSCSE website also posts announcements saying which authentication certificates are void and which schools' authentication applications are suspended. Before applying, take a look at whether any involve your school.

The CSCSE has also issued announcements suspending the acceptance of authentication applications for individual institutions outside the country, and has issued warnings that some people use authentication of foreign academic credentials and degrees to commit fraud

“Enhanced review” does not mean authentication is certain to fail, but you will be asked to submit more materials, and it will take longer. Any agent promising “guaranteed authentication” or “expediting through internal channels” is running a scam; the CSCSE has issued a specific anti-fraud warning. Getting someone across borders to ghostwrite your thesis or take online classes for you: if discovered, besides the diploma being voided, it may also affect your visa record.
