Don't Waste Money

subscriptions, lottery tickets, interest and converting any borrowing to an annualized rate first, insurance, fund fees, private pensions, car insurance, prepayments, livestream selling, the medical insurance personal account, children being scammed and refunds of top-ups, bead bracelets, luxury watches and designer toys don't count as investments, how to check the test report for jewelry and jade, blind boxes and gacha draws, which legal channel to use if you want to buy overseas assets, and the six items at the end of the section are about insurance: buy it only for losses you can't absorb, the person who earns the money buys term life insurance first, cancel during the cooling-off period, at the bank counter don't take insurance for a deposit, don't use an agent to cancel a policy, beneficiaries and time limits for claims; then don't buy virtual currency, as transactions buying coins are not protected by law and losses can't be recovered; the last item is how the numbers work for people without an employer who pay into employee pension insurance on their own: paying at the lowest tier and first completing the required years is the best deal, and even at the lowest tier it takes about 10 years of drawing it to break even. None of this is converted into lifespan or time. The items that involve investing only explain how to do the math and use only verified historical data; none of them is investment advice.

Under the rules, the money paid out as prizes for lotto and numbers lotteries is at least 50% of sales, and for Double Color Ball (双色球) it is 51%. That means for every 1 yuan you put in, over the long run you get back only 0.51 yuan on average, a steady loss of 49%. In 2024, 623.486 billion yuan of lottery tickets were sold nationwide, and 161.031 billion yuan of that went straight into the public welfare fund; that portion is not part of the prizes.

The former chairman of the China Banking and Insurance Regulatory Commission said this at the Lujiazui Forum in 2018. His exact words: “A return above 6% deserves a question mark, above 8% is very dangerous, and at 10% or more you should be prepared to lose all your principal.” The New Asset Management Rules (资管新规) require financial institutions to “not promise guaranteed principal or returns,” and also require that “when payment difficulties arise, financial institutions may not advance funds to make payment in any form.” So legitimate wealth-management products no longer have any such thing as guaranteed principal. The minimum payment is a loan with interest charged by the day, roughly 18% a year, and using it cancels your interest-free period. An installment plan labeled “0.6% fee per month” works out to about 13.8% a year, not 7.2%. That's because you pay back principal every month while the fee keeps being charged on the original amount. To compare which loan costs more, look only at the annualized rate, not the daily interest or the monthly fee rate.

Before 2020, credit card overdraft interest rates had a ceiling and a floor: the ceiling was “a daily interest rate of 0.05%,” and the floor was 0.7 times the ceiling. 0.05% a day comes to 18.25% a year; this is simple interest: it is 18.25% a year with the interest not rolled back into the principal. From 2021, it changed to pricing negotiated between the card issuer and the cardholder. Once you use the minimum payment, the unpaid principal accrues interest in full every day, and the interest-free period is canceled at the same time. The central bank already requires card issuers to display the annualized interest rate (the rate converted to a full year) prominently, and they “may not display only the daily interest rate and daily repayment amount.” From 2021, every institution that lends money must state the annualized rate prominently in its advertising and contracts. The daily or monthly rate may be shown alongside it, but not more prominently than the annualized rate. The annualized rate must include the interest plus all fees directly related to the loan. For loans repaid in installments, how much money you actually used is counted as the principal remaining after each installment. The People's Bank of China gave a worked example: borrow 100,000 yuan, repay it over 12 months, and each month pay an installment fee of 0.5% of the original principal. At the time of borrowing there is also a 1000 yuan service fee. Calculated as simple interest, the annualized rate is about 12.80%. Calculated as compound interest (the internal rate of return method), it is about 13.58%. Looking only at the fee rates, you would think it costs just 0.5% × 12 + 1% = 7% a year. In fact it is almost double that, because the principal shrinks every month while the installment fee keeps being charged on 100,000 yuan. By the same method, a credit card installment plan over 12 periods, with a 0.6% fee each period and no other fees, is nominally 7.2% a year. Calculated as compound interest, the annualized rate is about 13.8%, around 1.9 times the nominal figure. For anything from 6 to 36 periods, it is between 1.8 and 2 times. If the lender is an individual or an ordinary company, it is private lending. Where the agreed rate exceeds 4 times the one-year LPR at the time the contract was signed, courts do not support the part above that. The one-year LPR on August 20, 2026 was 3.0%, so 4 times is 12%. If interest is deducted from the loan up front, the court counts the money you actually received as the principal. This line does not apply to licensed financial institutions such as banks and consumer finance companies. Nor does it apply to seven types of local financial organizations, such as microloan companies, pawnshops and financial leasing companies. So you can't apply 12% to their loans; look at the annualized rate written in the contract (China, 2020 and 2021)

18.25% is simply “0.05% × 365” multiplied out, with no compounding. Actually compounded month by month, it would be higher still. A few banks offer discounts; go by the annualized rate stated on your own bill. When you really can't make ends meet, first look for legitimate channels with lower rates to borrow from, rather than letting interest roll on with minimum payments. When comparing two loans, ask the lender for the annualized rate calculated as compound interest. If what they give you is simple interest, the rules require it to be marked “simple interest,” and simple interest comes out somewhat lower than compound. The 13.8% and the 1.8 to 2 times were calculated by this book itself using the People's Bank of China's method; the calculation is written up in the verification records. In private lending, stay away from loan sharks; see also Section 7, Item 15 (don't borrow from loan sharks).

There is only one exception: for tips and top-ups made by a person with limited capacity for civil conduct (here meaning a minor) without the guardian's consent, when the guardian asks for the money back, “the people's court shall support it.” There is no such rule for adults' own tips and top-ups. The key is evidence: you have to show that it was the child, not you, operating the phone. Useful material includes: top-ups concentrated in class hours or in the parent's working hours, the device's usage records, the child's chat and game records, and the child's own account of what happened. There is no single amount threshold for “suited to their age and intelligence”; a game skin costing a few dozen yuan and tips of tens of thousands of yuan are not the same thing. Prevention beforehand takes less effort: set a cap on password-free payments, turn on youth mode, and don't tell the child your payment password. These six types of scam each work differently, but the last step is always the same action: getting the child to use a parent's phone to transfer money, or to read out a verification code. So teaching one sentence is enough: whoever tells you to touch a parent's phone or read out a verification code is a scammer. Add one more: “If you get scammed, tell me first; I won't scold you.” Only if the child dares to tell you the same day is there a chance of getting the money back.

The Quanzhou Anti-Fraud Center, together with the Quanzhou Education Bureau, broke down six types of scam aimed specifically at young people. Their methods differ, but the last step is the same action: getting the child to use a parent's phone to transfer money. Type one: private, below-market trades of game accounts and gear. Xiao Wang privately transferred 260 yuan; the other party said “transfers by minors break the rules, and the account will be frozen”; he used his father's phone to tap a “verification link,” and more than 30,000 yuan in the account was transferred away. Type two: “removing anti-addiction limits.” The other party threatened, “If you don't transfer money to cancel it, your parents will go to jail,” and the child used their mother's phone to transfer 7000 yuan. The original material states that anti-addiction limits are set officially and “there is simply no ‘private unlocking’ channel.” Type three: tip refunds. A scammer posing as “official customer service” said that tips by minors could be refunded and demanded that the child “use a parent's Alipay to send gifts to a designated livestream room before the refund can be made”; 73,000 yuan in the mother's account went out as tips, and then the scammer blocked them. The original says: “If someone adds you and tells you to ‘send gifts for a refund,’ it is 100% a scam.” Type four: impersonating a classmate or a teacher. Scammers steal an account and send voice messages that call the person by name to borrow money. At the start of the school term they also slip into class group chats posing as the teacher and post “pay 500 yuan in tuition and fees,” with the same avatar and nickname as the real teacher, and plant “shills” in the group who say “paid.” Type five: celebrity fandom. Scammers pull the child into a “celebrity fan group, claim an 888 yuan red packet.” They first have the child transfer 48.88 yuan to “verify.” Then they scare the child: “a minor took part in a violation, the platform will freeze 80,000, and your parents will go to jail.” In total they took 16,000 yuan. The original says: “Real police officers and lawyers never contact minors online for an investigation, still less ask them to operate a parent's phone.” Type six: on second-hand platforms, using low-priced goods to lure people off the platform to transfer money privately. The same material also lists three red lines for children themselves. First, never lend, sell or rent out bank cards or phone SIM cards; if a card is used to move stolen money, this may constitute the crime of assisting information network criminal activities (帮助信息网络犯罪活动罪), and a criminal record will affect taking the graduate-school entrance exam and the civil-service exam. Second, “phone port” (手机口) side jobs are illegal and criminal. Third, overseas “high-paying jobs”: once you get abroad, you may be held under control (nationwide, October 2025)

It is graded B because what the authorities provide is a breakdown of scammers' scripts and individual cases, with no incidence rates and no statistics on how well prevention works. Keep this separate from Item 9 (children topping up and tipping on a phone): money a child spends on their own top-ups and tips can be claimed back under the Civil Code (民法典). Money taken by scammers is not covered by that rule; the only route is to report to the police and get the payment stopped, as in Section 8, Item 2. Whether it can be recovered depends on whether the money is still in the account. The core line scammers use to frighten children is “You broke the rules, your parents will go to jail.” Telling your child in advance that this sentence itself is the mark of a scam works better than questioning them afterward. Really keep the promise “If you get scammed, tell me first; I won't scold you.” Children being afraid of a scolding and hiding it was the common reason the losses kept snowballing in these cases. Refuse extended warranties (延保) on electronics

Extended warranties usually sell for 10% to 50% of the original price, and the margin for whoever sells them is more than ten times that on ordinary goods; that difference is the extra money you pay. For main components such as the motors of washing machines and refrigerators, national rules already require a 3-year warranty. If you come across a very cheap extended warranty, divide its price by the cost of one repair; the result is how likely it has to be that the thing breaks at least once in those years for the warranty to pay for itself.

Extended warranties are usually priced at 10% to 50% of the product's original price. Industry estimates cited in research put the average gross margin on extended warranties at 50% to 60%: of every 100 yuan sold, 50 to 60 yuan is profit. That is about 18 times the gross margin on ordinary goods. In 2003, extended warranties made up only 3% to 4% of Best Buy's revenue but contributed more than 50% of its profit (United States, 2000s retail data). If you come across an extended warranty priced far below this range, you can work it out yourself: extended warranty price ÷ cost of one repair = the failure probability needed to break even. It is worth buying only if you estimate that the chance of at least one failure during the extended years is higher than this number. For example, for a 25 yuan extended warranty, assuming one repair costs 300 yuan, the chance of at least one failure has to be more than about 8% to break even. The 300 yuan here is only an example, not a statistic. Before calculating, first take out the part national rules already cover. The national “three guarantees” (三包: repair, replacement, return) period runs from the day the invoice is issued: 1 year for the whole washing machine or refrigerator, 3 years for the main components. For washing machines, the main components are the motor, timer, program controller and capacitor; for refrigerators, the compressor, thermostat and so on. Where the extended warranty overlaps the three-guarantees period, you are paying for something you already had (nationwide, since 1995)

The gross margin figure is an industry estimate the paper cites from someone else (Business Week 2004), not something the paper measured itself. The calculation above applies to ordinary people who can afford to pay for one repair themselves. People who earn their living with one device and have no backup need to work it out separately. Things like phone screen-crack insurance also need their own calculation: first estimate how often you drop your phone, then see whether the premium is worth it. A very cheap extended warranty won't lose you more than a few dozen yuan if you buy it; before buying, check three things: from what day it starts counting (if it counts from the day of purchase, the first few years overlap the three guarantees), whether the merchant, the brand or a third-party company provides the cover, and whether home-visit fees and part-replacement fees are charged extra. Also check the manual and the warranty card first; the warranty period the brand itself promises may be longer than the three guarantees.

Contested: people often say that “the consistency evaluation compares only ingredients, not efficacy.” This is half right. Passing the evaluation works like this: healthy volunteers take the drug, their blood is drawn to plot the curve of the drug's concentration after it enters the bloodstream, and this curve is compared with the originator drug's; if it falls between 80% and 125%, the drug passes. For drugs where a slight difference in dose can cause harm, the requirements are stricter. Excipients, meaning the fillers and coatings besides the active ingredient, are allowed to differ from the originator drug's. The regulations require only that the active ingredient, dosage form, route of administration and therapeutic effect be the same. So it is indeed not “have patients take it for a while and see whether they get better.” The effect in patients is answered by a different set of studies. The National Healthcare Security Administration organized hospitals to run real-world studies. By December 2024 these covered 63 procurement drugs, nearly a hundred Grade A tertiary (三甲) hospitals and more than 300,000 patients. The results all showed no difference from the originator drugs. For metformin, for example, the HbA1c target attainment rate was 83.4% in the generic group and 78.9% in the originator group; for fasting blood glucose attainment it was the other way round, 83.8% in the generic group and 87.6% in the originator group. Each group came out ahead on one measure. In January 2025, some doctors said publicly that with procurement drugs “blood pressure doesn't come down, anesthetics don't put people under, laxatives don't work.” The medical insurance and drug regulatory authorities went to 7 hospitals in Shanghai to check; their conclusion was that these claims mostly came from secondhand accounts and personal impressions, and that the laxative named had not yet started being used in hospitals at the time. The same review also admitted that problem drugs had indeed turned up in sampling. Of more than 1600 selected products in the first 9 batches, 9 were disqualified because of quality risks. Of these 9, 6 were imported drugs (including 3 originator drugs) and 3 were domestic drugs. There are two things you can act on. First, if you want to keep using the originator drug, you can usually still get it prescribed: procurement accounts for only 60% to 80% of hospital purchasing volume, the rest is decided by each hospital itself, and originator drugs have not been banned; the price is paying more out of your own pocket. Second, after switching drugs for a chronic illness, don't judge by how you feel; following Section 16, Item 3 (record every measurement in the same notebook), keep a close eye on blood pressure, blood glucose and HbA1c. If things really do get worse, see your doctor and ask them to report an adverse drug reaction; don't stop the medicine on your own.

Tap water in Beijing works out to 0.005 yuan per liter. Jug water for a dispenser, at 20 yuan a jug, is about 1 yuan per liter, more than 200 times as much. A household that drinks one jug a week spends a little over 1000 yuan a year; the same amount of tap water costs under 5 yuan. Tap water is covered by a mandatory national standard; normally, just boil it and drink it. When the water smells bad or looks cloudy, boiling can't make it clean; stop drinking it and report it.

Beijing's first-tier residential water price is 5 yuan per cubic meter, which works out to 0.005 yuan per liter. A jug of water for a home dispenser holds 18.9 liters; at 20 yuan a jug, that is about 1.06 yuan per liter, about 210 times the price of tap water. A household that drinks one jug a week uses 52 jugs a year, about 983 liters: about 1040 yuan as jug water, versus about 4.9 yuan for the same amount of tap water. Small bottled water at 1 yuan per 500 milliliters comes to 2 yuan per liter, 400 times the price of tap water. Drinking water is governed by the mandatory national standard GB 5749-2022. This standard was issued on March 15, 2022 and took effect on April 1, 2023. Contested. The dispute is that so-called “meeting the standard” tests the water leaving the treatment plant and the water at the end of the pipes. When something goes wrong with the water source or the pipe network, protection can briefly fail. On July 16, 2025, the raw water entering the Renhe Water Plant in Yuhang, Hangzhou smelled wrong, and tap water in some residential compounds in Renhe and Liangzhu smelled bad. The official conclusion was that algae decomposed under low-oxygen conditions, producing thioether compounds. After the water source was switched, total coliforms and Escherichia coli were not detected in the water leaving the plant, and all parameters met the drinking water standard GB 5749-2022. Afterward, 7 officials were held accountable, July water bills were waived entirely, and filter cartridges were replaced free of charge. But fecal coliforms at the same water source had already been rising for several months in a row before the incident. At the Yongsheng intake on the Tiaoxi River they were 10 per L in April, 7300 per L in May and 16000 per L in June. The limit for Class III of the surface water standard GB 3838 is 10000 per L. In the same month, Siling Reservoir at 28000 per L and Mantoushan Reservoir at 24000 per L were also over the limit. Boiling only kills microorganisms; it cannot remove odor compounds, nor chemicals dissolved in the water. If you smell something odd, or the water turns yellow or cloudy, stop drinking it, report it to the water supply company and to 12345, switch to bottled water for the time being, and don't count on boiling it a few minutes longer to get past the problem. But this was a local, one-off accident, and the local authorities did pay compensation for that incident, so it is still no reason to buy bottled water year-round. The claim spread online that “sewage pipes were connected wrongly” came from a forged police notice, and the person who posted it has been placed in criminal detention (see Section 9). The 20 yuan per jug for jug water and 1 yuan per 500 ml for bottled water are assumed prices set for the calculation; redo it with the actual prices in your own city. Jug water is not the cleaner side either: the Chongqing Market Regulation Bureau warns that the longer it is kept after opening, the higher the risk of microbial contamination, and that a water dispenser should be cleaned at least every 2 to 3 months. In older residential compounds where the secondary water supply facilities don't meet the standard, you can install a filter, or buy water to drink only in that situation. Water prices differ from place to place; the Beijing figure is only for a sense of scale.

The US households that traded most earned only 11.4% a year, while the market as a whole earned 17.9% over the same period, and the gap was almost entirely fees. In China, in the 2014 to 2015 boom and crash, the 85% of households with the smallest accounts traded too often. They made 250 billion yuan less than they would have by simply holding still, about three tenths of their principal.

This study looked at 66,465 household accounts at a US discount broker, from 1991 to 1996. The group that traded most frequently had an annualized return of 11.4%, meaning they earned 11.4% a year on average. Over the same period the market as a whole returned 17.9%, and the average household 16.4%. The average household's turnover was 75% a year: in a year it swapped out three quarters of the stocks it held. The gross returns (money earned before trading fees) of the group that traded frequently and the group that did not differed very little, so the gap came mainly from the trading costs paid when buying and selling (United States, 1991 to 1996). Data from China: the study used daily account data from the Shanghai Stock Exchange, covering all of about 40 million accounts. The sample period ran from July 2014 to December 2015, 18 months in all. Over these 18 months the Shanghai Composite Index first rose by 150% or more. It peaked at 5166.35 points on June 12, 2015, and by the end of December had fallen 40%. Household accounts were divided into four tiers by market value at the start of the period. The smallest tier made up 85% of all household accounts, and the largest 0.5%. The two tiers held about the same total stock market value at the start: 880 billion yuan and 808 billion yuan respectively. The result was that the smallest 85% lost 250 billion yuan through active trading, while the largest 0.5% gained 254 billion yuan. “Lost” here is compared with simply holding still and doing nothing through the same market moves. Each figure was roughly three tenths of that group's stock market value at the start: 28% for the former, 31% for the latter. For comparison, the market was relatively calm in the two and a half years before June 2014. Taking any 18 months from that period, the same kind of difference was only 1% to 3% of starting market value. During this boom and crash, household accounts on average turned over their stocks about once every three weeks, nearly 18 times a year (Shanghai, China, 2014 to 2015; comparison period 2012 to 2014)

The US data are from the 1990s, and the commission and stamp duty structure for A-shares differs from theirs, but the principle that “the higher the turnover, the lower the return you take home” is the same. The study in China did not say not to buy stocks. What it calculated is that, in the same market moves, the more actively the small-account end traded, the more of its money flowed to the other side of its trades. Nor was it institutions who took this money; it was the group of individuals with the largest accounts: during this period, about nine tenths of the trading volume on the Shanghai Stock Exchange came from retail accounts. The claim circulating online that “nine in ten retail investors lose money” has no checkable official statistic behind it, and this item does not use that figure. Turnover is worth comparing side by side: during this boom and crash, household accounts in China turned over nearly 18 times a year, while those US households swapped out only three quarters in a year. This line is drawn by the brokerage, and it governs what you have pledged with the brokerage. If the value falls below this line and you fail to put up additional collateral to bring it back, you will be forcibly liquidated: the brokerage sells for you directly. The aggregate portfolio of US active equity funds is close to the market portfolio: the stocks these funds hold between them are about the same as the whole market. But the high costs of active management turn, undiminished, into lower net returns for investors (the return you take home after fees). The study used bootstrap simulations, reshuffling performance randomly over and over to see what luck alone could achieve. The results show that very few funds produce excess returns large enough to cover their costs: the amount by which a fund beats the market falls short of the fees it charges (United States, published 2010). S&P Dow Jones Indices counts this once a year: in 2024, 65% of actively managed US large-cap equity funds underperformed the S&P 500. Contested: one paper re-examined this conclusion. It points out that the Fama-French test, which resamples the data over and over, does not sample enough. Under that method, even a fund whose extra return really is pronounced may be judged “indistinguishable from luck.” So the conclusion that “almost no funds have skill” may be overstated. China's figures are not as one-sided as the US ones. In S&P Dow Jones Indices' statistics to June 2025, the share of actively managed A-share large-cap funds that underperformed the S&P China A 300 Index was 60.5% over 1 year, 69.6% over 3 years and 50.8% over 5 years. These statistics only go up to 5 years, so no longer-term figure is available. Starting in 2023, China has pushed a fee reform for public mutual funds, lowering the fee caps for active equity funds (the kind that mainly buy stocks, with the fund manager picking the stocks). Contributions, up to 12000 yuan a year, can be deducted at the actual amount from comprehensive income or business income: however much you put in, that much is subtracted from the income you pay tax on. Investment returns earned inside the account are for now not subject to individual income tax. When you withdraw in the future, the money is not added to comprehensive income but is taxed separately at 3%. So what you save is “your marginal tax rate minus 3%” times the amount you actually contributed. Your marginal tax rate is the bracket rate that applies to each extra yuan you earn. Worked out: someone at a 10% marginal rate saves at most 840 yuan a year, at 20% 2040 yuan, and at 30% 3240 yuan. This account “runs as a closed system”: once money goes in, it can't come out. It can be drawn only in four situations: reaching the age for drawing a basic pension, completely losing the ability to work, leaving the country (or territory) to settle elsewhere (出国(境)定居), or other situations specified by the state. So it is not a wealth-management product; it is a tax arrangement that locks money up for many years. The tax saving comes only once, but the money is locked up until retirement, so the further you are from retirement, the smaller the benefit spread over each year. A rough calculation: someone at the 10% rate saves 7 fen for each yuan put in, and with 30 years left to retirement, that comes to only a little over 0.2% a year. Someone at the 20% rate saves 1 jiao 7 fen for each yuan put in, and with 10 years left to retirement, that comes to about 1.7% a year. First work out how much tax you pay on each extra yuan you earn, then decide how much to contribute. Don't lock away your emergency fund just to “grab a freebie” (for the emergency fund, see Item 27). On August 20, 2026 the LPR for terms over 5 years was 3.5%, and the rate actually applied is the LPR plus or minus a spread. Next, let g be the after-tax annualized return on the alternative investment available to you: the share this money would earn on average each year if invested somewhere else. The certain return on prepaying is r: every amount you pay off is the same as earning r for certain. If g is reliably greater than r, keeping the money in the investment is the better deal. If g is less than r, or g simply can't be pinned down, then prepaying amounts to locking in a risk-free r. With equal installments of principal and interest, more of what you pay in during the early years is interest, so the earlier you prepay, the more interest you save. Livestream rooms and hosts must not fabricate transactions, follows, views, likes or other traffic, and must not publish false information; where this causes harm, they bear civil liability. Organizing fake transactions or fake reviews to help someone with promotion is fined up to 1 million yuan; in serious cases the fine is 1 million to 2 million yuan, and the business license can also be revoked. There are no citable official comparison data on “which platform offers the best value for cost and is least likely to sell you shoddy goods,” so this book does not rank platforms. All that can be found are overall spot-check results (see Item 32, check national spot-check bulletins). After the 2025 revision of the Anti-Unfair Competition Law (反不正当竞争法), false advertising moved from the old Article 8 to Article 9. The penalty provisions moved from Article 20 to Article 25. The new law takes effect on October 15, 2025. Don't copy the old article numbers when writing documents. In the Shandong batch of cases, a company that organized “click farmers” to make 75 fake transactions with principal of over 680,000 yuan was investigated and penalized; the bulletin does not state the amount of the fine. If you are harmed by food that does not meet food safety standards, you can claim compensation for your losses from the business operator, or from the producer. The party that receives your claim is under a first-responsibility system: it must pay first and may not pass the buck. That means whoever you go to has to pay the money first and cannot push you onto the other party. Besides claiming compensation for your losses, you can also demand damages of ten times the price or three times the loss, and “where the additional compensation is less than one thousand yuan, it shall be one thousand yuan.” But there is one exception: “except for defects in the labels or instructions of food that do not affect food safety and will not mislead consumers.” The judicial interpretation also sets out several rules. First, three conditions must all be met. The buyer bought it for personal or household consumption needs. The food does not meet food safety standards. And there is no evidence that the buyer knew this at the time of purchase. If they are met, “punitive damages of ten times the price are calculated on the basis of the price actually paid.” Second, for someone who knowingly buys food that does not meet the standards and then claims compensation, the people's court supports the claim only “within the scope of reasonable consumption needs for daily life.” For continuous purchases and repeated lawsuits, the multiple purchases are counted together and assessed within that same scope. Third, for several kinds of defects the court does not support punitive damages, provided they will not mislead consumers about food safety. These defects are: nonstandard font sizes, typos, and extra or missing characters. Also, nonstandard ways of labeling net content and specifications. The order of the evidence matters more than the amount. First take photos and video, capturing the packaging, the production date, the foreign object and the purchase record, and only then contact the merchant or the platform. Don't throw the item away or wash it before you've talked to them. 12315 mediates; it does not adjudicate. If the merchant flatly refuses to admit anything, the only road left is a lawsuit; for how small-claims litigation works, see Section 8, Item 22 (scammed in online shopping or secondhand deals). Also note: whether a foreign object such as a hair or an insect found in food is classified as “not meeting food safety standards” usually has to be determined by the market regulation authorities or by testing; it is not up to you. So the claim that “find one hair in your food and you're guaranteed one thousand yuan” does not hold. For fraud involving ordinary goods, compensation is three times the price, with anything under 500 yuan counted as 500 yuan; see Item 29 of this section (when shopping online, trust the platform rules and the law). If you make food yourself to sell, which permits you need, how to write the label and why you may not say it cures disease are all governed by separate rules. For details see Section 12, Items 8 to 11 (food licensing, labels, the red line on therapeutic claims and the criminal line). Conversely, turning claims into a business has clear red lines. First, anyone who maliciously fabricates the appearance that a merchant is producing or operating illegally and then uses complaints or lawsuits as leverage to extort compensation is suspected of extortion, and the court will transfer the leads and materials to the public security authorities (police). Second, if someone sues on the basis of such a fabricated appearance, the court dismisses the claims; where it constitutes a false lawsuit, a fine or detention is imposed according to the severity, and the merchant can also sue you in turn for infringing its right to reputation. The beneficiaries of this item are at the level of you and your family.

Certificates of compulsory product certification (3C) can be checked for authenticity in the “Certification Results” section of the CNCA website. Energy efficiency labels are managed as mandatory according to a product catalog, and the label must show the energy efficiency grade, the energy efficiency indicators and the energy efficiency information code. First, the buying end. The Consumption Tax Items and Rates Table (消费税税目税率表) sets the rates as follows. “High-end watches”: 20%. Within “precious jewelry, gems and jade”: gold and silver jewelry, platinum jewelry, and diamonds and diamond jewelry, 5%. Other precious jewelry, gems and jade, 10%. “High-end watches” are defined as “all types of watches with a sales price (excluding value-added tax) of 10000 yuan (inclusive) or more each.” Next, the cashing-out end, based on the Measures for the Administration of Pawning (典当管理办法). Article 36: the pawn term may not exceed 6 months at most. Article 37 covers the pawn-loan interest rate, meaning the interest on the money the pawnshop lends you. This interest is calculated from the 6-month statutory loan rate published by the People's Bank of China, prorated for the pawn term. Interest may not be withheld in advance: it cannot be deducted up front from the money you are given. Article 38: for pawns of movable property (pledging things like watches or jade), the monthly composite fee rate may not exceed 42‰ of the pawn loan; the composite fee charged on top each month is no more than 4.2% of the loan amount. For real estate mortgages it is 27‰, and for pledges of property rights it is 24‰. Article 40: if within 5 days after the term expires you neither redeem nor renew the pawn, it becomes a forfeited pawn, and the item no longer waits for you to redeem it. Article 43: forfeited items appraised at 30,000 yuan or more may be entrusted for auction. If you pawn something, do the math clearly: the cap on the monthly composite fee is 42‰ of the loan amount, which over a year comes to roughly half of the loan amount, and the interest on the loan is charged on top. This “half in a year” is a rough figure from simply multiplying the monthly rate by 12, meant to show the order of magnitude; it is not a precise annual interest rate. The tax rates and fee rates are numbers written in black and white. But there are no citable official statistics on “whether these things appreciate over the long term,” so this book makes no prediction and does not comment on any category. What it aims to block is only the part of the reasoning that treats consumption as investment: if you like it and enjoy wearing it, buying it as consumption is fine; raising your budget on the grounds of “holding its value” or “it'll sell for more later” is where you lose money. Gold also splits two ways: investment gold bars bought and sold by weight are not the same thing as jewelry sold by the piece. First, the rules, based on the Measures for the Administration of Qualification Accreditation of Inspection and Testing Institutions (检验检测机构资质认定管理办法). Article 2: qualification accreditation is an evaluation and licensing of inspection and testing institutions that “issue data and results with evidentiary effect to the public”: the institution is first reviewed, and then granted the qualification to issue certificates. Article 15: the qualification accreditation mark consists of two parts, the CMA pattern and the qualification accreditation certificate number. Article 21: an institution that issues data and results with evidentiary effect to the public shall display the qualification accreditation mark on its inspection and testing reports. Article 22: the accreditation authority shall publish information on accredited institutions on its official website and indicate the status of their certificates. Article 34: issuing data and results with evidentiary effect to the public without having obtained qualification accreditation according to law is punished with a fine of 30,000 yuan. Article 37: forging, altering or fraudulently using an accreditation certificate or mark is punished with a fine of up to 30,000 yuan. Next, the official cases, taken from the typical cases of the “crack down on fakes, clean up at the source” campaign in the traditional crafts market that the State Administration for Market Regulation published on June 4, 2026. One: a livestream room in Donghai, Jiangsu claimed it was selling “natural, non-acid-washed, non-enhanced Burmese A-grade goods.” The livestream room also supplied a “national inspection certificate.” But the test results were quartzite jade (dyed), jadeite (treated), glass and plastic. That certificate had been made by the party concerned through someone they contacted. Two: in another case in the same county, 469 suspected counterfeit natural crystal products were seized; testing found 210 of them to be natural crystal and 259 synthetic crystal. Three: a shop in Zhenping, Henan privately made a display board for use in its livestreams. The board read “GIA CMA Zhongyu Gems and Jade Appraisal Center certified partner.” This shop also bought 181 certificate-of-conformity labels of the “National Gems and Jewelry Quality Supervision and Inspection Center” online. These labels were sold together with bangles (nationwide)

There is a national standard for the names of jewelry, gems and jade. Test conclusions are written in a bracketed form such as “quartzite jade (dyed)” or “jadeite (treated),” and the word inside the brackets is exactly where the price difference lies. “A-grade,” “old mine” and “non-enhanced” are sellers' sales patter, not appraisal conclusions. The livestream room selling dyed quartzite jade mentioned above used exactly this vocabulary. The same batch of cases included other tricks: faking mine sites, having people pose as “miners” on livestreams, hiring paid commenters to whip up the atmosphere in the livestream room, and scripting stories of “urgently needing money” or “a relative who is seriously ill.” There were also claims that products could “prevent and treat rheumatism, boost immunity, improve sleep quality and unclog blood vessels”; these are investigated and punished as false advertising. The basis is the Guidelines for Regulating Blind Box Business Practices (Trial) (盲盒经营行为规范指引(试行)). Article 9 lists a set of key information that shall be publicly displayed in a prominent manner, so that consumers know it before they buy. This information is: product name, type, style, draw rules, product distribution, quantity of limited-edition products released, draw probabilities, and the value range of the products. The same article also specifies three prohibited practices. First, they must not induce consumption in disguised form by means such as manipulating draw results through the back end or arbitrarily adjusting draw probabilities. Second, they must not refuse or deliberately delay delivering blind boxes by means such as cash conversion, buy-back or trade-in. Third, they must not include empty boxes. Article 11 only “encourages” business operators to set up a guaranteed-prize mechanism and to guide rational consumption by means such as setting draw times, caps on draw spending and caps on the number of draws. Article 17 governs blind box goods sold over the internet. Where the business operator has fully informed and alerted the consumer, and the consumer has confirmed this at the time of the single purchase, such blind boxes may be exempt from seven-day no-reason returns once opened. Business operators must not use pre-ticked boxes in place of the consumer's confirmation step. Article 21: blind boxes must not be used as a front for engaging in gambling, directly or in disguised form. Article 23: blind boxes must not be sold to minors under 8 years old; for sales to minors aged 8 or older, it shall be confirmed according to law that the consent of the relevant guardian has been obtained (nationwide)

If something really goes wrong, it is handled under the Product Quality Law (产品质量法), the Anti-Unfair Competition Law (反不正当竞争法) and the Consumer Rights Protection Law (消费者权益保护法). Three situations are specific grounds you can complain about: the probabilities were not displayed, the displayed probabilities don't match reality, or you got an empty box. Before complaining, screen-record the rules on the page and the unboxing process. The exemption from seven-day no-reason returns after opening has preconditions: the merchant fully informed you, you confirmed at the time of the single purchase, and a pre-ticked box must not be used to confirm on your behalf. Article 67 of the Food Safety Law (食品安全法) stipulates that the packaging of prepackaged food shall carry a label. The label must state nine things. The second of these is the “ingredients or ingredient list,” and the seventh is “the common names, as given in the national standard, of the food additives used.” Article 68 asks far less of bulk food. The original text: a food business operator selling bulk food shall mark on the container or outer packaging of the bulk food “the name of the food, the production date or production batch number, the shelf life, and the name, address and contact information of the producer or operator, and other content.” This article mentions neither an ingredient list nor additives. Frozen aquatic products are where this difference shows most clearly. GB 2760-2024 permits phosphoric acid and phosphates in frozen aquatic products as moisture-retention agents, commonly called water-retaining agents. The maximum level of use is 5.0 g/kg, calculated as phosphate. Using them within this amount is legal. The problems are excessive use and ice-glazing to add weight. After CCTV's 2025 3·15 gala exposed shrimp meat with “illegal excessive addition of water-retaining agents (compound phosphates) and ice-glazing to add weight,” market regulators required companies that “product labels should clearly state the water-retaining agent (such as phosphate) content, the net content (excluding the weight of the ice glaze) and the ingredient list” (nationwide; Food Safety Law, third amendment of 2025, in force since December 1, 2025)

“Not labeled” does not mean “not added”; it only means the law did not require it to be labeled. If you want to know the ingredients, buy the prepackaged version. For frozen shrimp meat, frozen fish pieces and the like, the net content on the prepackaged version is the weight after the ice glaze is deducted. Working out the unit price from that figure gives the real price. Bulk products are charged at the marked price, and may shrink by a big chunk after thawing. Water-retaining agents within the limit are legal and are not a safety problem either; don't treat them as poison. Excessive addition and ice-glazing to add weight are a money problem: you are paying aquatic-product prices for water. Conversely, a bulk counter may also fail to label the four things it should. If any one of the name, the production date, the shelf life, or the producer or operator's name, address and phone number is missing, that violates Article 68. In seven years of records from ten thousand US accounts, stocks that had gone up were more than 50% more likely to be sold than those that had gone down. The same people were also keener to add to their losing stocks. Yet over the following year, the losing stocks they kept did on average 3.4 percentage points worse than the ones they had sold.

This study looked at the complete trading records of 10,000 accounts at a US discount brokerage from 1987 to 1993. The proportion of winning stocks sold (PGR) was 0.148. The proportion of losing stocks sold (PLR) was 0.098. The difference between the two was 0.050, with a t-statistic over 35. On a daily basis, stocks that had gone up were more than 50% more likely to be sold than those that had gone down. The same accounts were also more eager to add to losing stocks. The proportion of losing stocks bought again was 0.135, against 0.094 for winning stocks, with a t-statistic of 19. The study also tested the idea that “the ones you hold will come back.” The result was the opposite: over the following year, the winners that were sold had excess returns averaging 3.4 percentage points higher than the losers that were kept. Excess return means the part earned above the market index. The author also worked through an example using averages. Selling 1000 US dollars of stock either way, selling the loser rather than the winner gave a return about 4.4% higher over the following year. This 4.4% includes the money saved by selling the loser and claiming the tax deduction earlier. The tax deduction is calculated under the US tax system (United States, 1987 to 1993)

Setting rules in advance and then following them actually means trading less often. On May 22, 2026, eight departments (the China Securities Regulatory Commission (CSRC), the Ministry of Industry and Information Technology, the Ministry of Public Security, the People's Bank of China, the State Administration for Market Regulation, the National Financial Regulatory Administration, the Cyberspace Administration of China and the State Administration of Foreign Exchange) issued the Implementation Plan for the Comprehensive Rectification of Illegal Cross-Border Securities, Futures and Fund Business Activities (综合整治非法跨境证券期货基金经营活动实施方案). The overall requirement is “after 2 years of concentrated rectification, comprehensively ban illegal cross-border business activities by overseas securities, futures and fund institutions.” Overseas institutions may not carry out marketing or solicitation onshore, and may not “provide related trading services such as account opening, processing trading instructions and fund transfers.” For people who already have accounts, the plan states: “overseas institutions are prohibited from illegally providing onshore services such as buy trades and transfers of funds in to existing investors; only one-way sell trades and transfers of funds out are allowed.” When the two years are up, “onshore websites, trading software and supporting servers will be completely shut down.” On the same day the CSRC announced that it intends to confiscate all illegal gains of the onshore and offshore entities related to Tiger, Futu and Longbridge, and to impose severe penalties according to law. The accompanying answers to press questions state the aim to “guide onshore investors to invest overseas through legal channels such as the Southbound Stock Connect, Qualified Domestic Institutional Investors (QDII) and the Cross-boundary Wealth Management Connect.” On the foreign-exchange side, the State Administration of Foreign Exchange's Individual Foreign Exchange Purchase Application Form (个人购汇申请书) states that individual purchases of foreign exchange “may not be used for capital account items not yet open, such as buying property abroad, securities investment, buying life insurance and investment-type return-of-premium or dividend insurance.” Violators are placed on a “watch list,” “do not enjoy the individual facilitation quota for that year and the following 2 consecutive years,” and also face administrative penalties and referral for anti-money-laundering investigation, with the information entered into their personal credit records (nationwide, from May 2026)

Of the premiums an insurance company collects, only part is paid out as claims. The rest pays for sales and operating costs, plus the company's profit. Regulators require companies that sell individual short-term health insurance to publish their “combined claims ratio” on their official websites every six months. It is roughly the money paid out in claims as a share of premiums; if you want to know how much a company pays out, you can look it up on its official website. So for any given loss, buying insurance loses a little money on average over the long run. What you get in exchange is turning one large expense that could crush your household into a small sum paid each year. The smaller the loss and the more easily you could pay it, the worse this trade is. By this standard, several kinds already covered in this book are worth buying. The regulatory definition of life insurance is: personal insurance that takes a person's lifespan as the subject matter insured, divided into term life insurance, whole life insurance, endowment insurance and so on. Term life insurance pays benefits on the condition of the insured person's death, and the insurance period is a fixed number of years. Whole life insurance covers you for life. Accident insurance pays only when an accident causes death or disability; it does not pay for death from illness, so it cannot replace life insurance. A contract that pays on death requires the insured person's own consent and approval of the coverage amount; otherwise the contract is invalid. Parents insuring their minor children against death are not subject to this rule, but the total benefits paid on a child's death may not exceed the limit set by the regulator. Life insurance coverage is usually on the order of several hundred thousand yuan, which is why the benefit is rated large. There is no official method for how much coverage to buy. The author's method is: the outstanding mortgage, plus the children's expenses until they reach adulthood, plus several years of household expenses (nationwide, amended 2015)

What rights the policyholder has during the free-look period must also be stated. The free-look period for long-term health insurance may not be shorter than 15 days. The cover of such policies must carry this notice: “You have the right to a full refund (minus a processing fee of no more than 10 yuan) within 15 days after receiving the insurance contract. Canceling after 15 days will incur a loss.” After the free-look period, you can still terminate the contract at any time. The insurance company must, within 30 days, refund the cash value of the policy (the part of the money in the policy that is refundable) as agreed in the contract. A risk warning from the financial regulators says that when long-term personal insurance is canceled after the free-look period, the cash value is often lower than the total premiums already paid. For new personal insurance policies with a term of over one year, the insurance company must make a follow-up call to you within the free-look period. The call must confirm whether you know about the loss from canceling and your rights during the free-look period (nationwide, since 2010 and 2019)

For one-year medical insurance and accident insurance, the rules don't require one; whether there is one depends on the policy terms. If you didn't buy at a bank, the number of days is whatever the contract says; when you get the policy, turn first to the “free-look period” clause. Savings-type and dividend-paying insurance involve paying in a lot, so the free-look period is most worth using for them; see Item 25 of this section (pure protection). The cover of an insurance contract must print “Insurance Contract” and the insurance company's name in large type, and the words “deposit” and “savings” may not appear. The rules state that banks may not sell insurance mixed together with savings deposits, funds or bank wealth-management products. They may not draw simple comparisons between insurance returns and deposits, and may not present uncertain returns as guaranteed returns. Insurance documents and promotional materials may not use the bank's name or logo, and may not contain words such as “deposit,” “savings” or “jointly launched with the bank.” The policy cover must print “Insurance Contract” in type no smaller than size 72, and the insurance company's name in type no smaller than size two (二号). Three kinds of buyers may, in principle, only be sold products whose policy benefits are certain: policyholders over 65; policyholders over 60 buying regular-premium products; and those whose stated annual income is below the local per capita disposable income of residents. Policies for these three groups must also be passed to the insurance company for manual underwriting, and may not be issued automatically at the branch. In February 2026, the National Financial Regulatory Administration, the Office of the Central Cyberspace Affairs Commission, the Ministry of Public Security, the People's Bank of China and the China Securities Regulatory Commission jointly issued a risk warning. It says claims like “full refund of premiums” are untrue information and inconsistent with the Insurance Law (保险法) and other laws and regulations. People offering “proxy rights protection” charge high service fees, and if you want to pull out partway, you may even be sued for “breach of contract.” They also collect information such as your phone SIM card, bank card, policies, home address and your children's school. If this information is resold, you may run into telecom fraud and fraudulent card charges. The Ningxia financial regulatory bureau's warning of June 2026 goes into more detail. These intermediaries stipulate that after a successful cancellation they charge an agency fee of 30% to 50% of the amount refunded, and that quitting partway means paying a high penalty for breach. They coach people to fabricate grounds such as sales misrepresentation or signatures signed on their behalf in order to file complaints. Those who go along may violate the Public Security Administration Punishments Law (治安管理处罚法), and in serious cases may be suspected of being accomplices in the crimes of false accusation or extortion. Insurance coverage ends immediately upon cancellation. If you later buy the same kind of insurance again, you may face a higher price or be refused because you are older or a health problem has been found. If you really were misled, first complain to and negotiate with the insurance company's official customer service; if you can't reach agreement, call 12378, the banking and insurance consumer complaint and rights-protection hotline, free all the way. If you simply can't afford the premiums for now, first ask the insurance company whether it offers services such as reduced paid-up or a policy loan. Reduced paid-up means you stop paying from now on and the coverage amount is reduced proportionally (nationwide, 2026)

The Hunan financial regulatory bureau publicized a case in 2025. A woman was talked into proxy cancellation by a “friend,” paid a “consulting fee,” and in the end the policy was still canceled at its cash value. 3 months after canceling, she was diagnosed with breast cancer, and that critical illness policy was already gone. Whether to cancel is a calculation you have to make yourself: if you can still use the coverage but can't afford the premiums, first ask about reduced paid-up. The Insurance Law (保险法) provides that the beneficiary is designated by the insured or by the policyholder. If the policyholder designates the beneficiary, the insured must consent. In three situations, the insurance money counts as the insured's estate and is paid out under the rules of inheritance. First, no beneficiary was designated, or the designation was unclear. Second, the beneficiary died before the insured, and there is no other beneficiary. Third, the beneficiary lost or waived the right to benefit according to law, and there is no other beneficiary. If the beneficiary and the insured die in the same event and the order of death cannot be determined, the beneficiary is presumed to have died first. Money counted as part of the estate must first pay off the taxes and debts of the deceased; only what remains is divided. The Supreme People's Court's interpretation states: if the beneficiary is written as “name plus relationship” and the relationship has changed by the time of the event, it counts as no beneficiary designated. A change of beneficiary that the insurance company was not notified of has no effect against the insurance company. The limitation period for claiming the money is 5 years for life insurance and 2 years for other insurance, both counted from the day you knew or should have known of the event. Life insurance coverage is usually on the order of several hundred thousand yuan, which is why the benefit is rated large (nationwide, amended 2015, since 2021)

Once the limitation period has passed, the insurance company can refuse to pay, and it is also very hard to get the money back through a lawsuit. So your family should at least know which companies you have bought insurance from. After a divorce, a remarriage or the birth of a child, go back and change the beneficiary. In February 2026, the People's Bank of China and seven other departments issued the notice Yinfa [2026] No. 42. The notice states that virtual currencies such as Bitcoin, Ether and Tether “do not have legal tender status, and should not and cannot circulate and be used as currency in the market.” Exchanging renminbi for coins, exchanging coins for coins, and issuing coins to raise funds are all illegal financial activities and are “all strictly prohibited.” Overseas institutions are also not allowed to provide such services to people onshore. On individual investment, the notice's exact words are: “where any entity or individual invests in virtual currencies, real-world asset tokens or related financial products in violation of public order and good morals, the related civil juristic acts are invalid, and the resulting losses are borne by themselves.” The 2021 notice Yinfa [2021] No. 237 was repealed at the same time, and this sentence was kept in the new notice. A court case: from February 2018 to July 2019, a man surnamed Tang bought Tether from two people who claimed to be platform merchants, paying about 448,000 yuan (exact figure 448000 yuan). Later the platform would not allow withdrawals, and he could not log in either. He sued to get this money back. The court held that exchanging renminbi for virtual currency was an invalid investment act and that the losses were his own to bear, and dismissed the suit; the second instance upheld this (Yixing, Jiangsu, published March 2025). Theft is a different matter: someone had virtual currency worth over 4 million yuan stolen from their account by “hackers,” and one of the thieves was sentenced to 7 years for theft and fined 20,000 yuan (Zhengzhou, Henan)

“The losses are borne by themselves” governs money disputes between you and the people who sold you coins or led your trades: the court will not help you get your investment back, so don't count on suing afterward. Having coins stolen or taken by fraud is a criminal case; report it to the police all the same. People who already hold coins also need to guard against coin theft by code scanning. In Lianshui, Jiangsu, someone met the other party in person and scanned a code, and about 57,000 Tether in their wallet were transferred away. These coins were worth about 394,000 yuan (exact figure 393665.461434 yuan); an article in the People's Court Daily held that it should be treated as theft. The US Federal Bureau of Investigation warned in 2022 about a similar technique: a string of permission requests pops up in your wallet, you click to approve, and the other party can then transfer away your coins in unlimited amounts. The protection it gives: don't connect your wallet to websites you're unsure of, and regularly use a third-party authorization-checking tool to see which websites your wallet has granted permission to transfer coins. Using your own bank card to receive money, buy coins or transfer coins for someone else is a separate matter and can get you a criminal sentence; see Section 9, Item 5 (a “part-time job” that asks you to receive money on your own card). Most of what you receive tracks the local average wage in the year you retire. Converted to wage levels at that time, paying at the lowest tier for 15 years and starting to draw at 60 takes about 10 years of drawing to break even, while the extra you pay in at a higher tier takes about 17 years of drawing to recoup. It is worth paying, but it is not paying in and instantly coming out ahead.

How to pay and how to draw are set out in the State Council's 2005 decision. People without an employer who pay on their own (officially called flexibly employed persons) pay 20% of the contribution base, of which 8% goes into a personal account. Since 2019 you can choose your own contribution base. The range is 60% to 300% of the province's full-coverage average wage of urban employees. After retirement the pension comes in two parts. The first is called the basic pension. Add the local average monthly wage of on-the-job employees for the previous year to your own average contribution wage, divide by 2, and you are paid 1% of that for every 1 full year of contributions. The second is called the personal account pension: the money in the account divided by the number of payout months. The number of payout months is 139 for retirement at 60 and 170 at 55; the later you retire, the fewer the months. Below is an example worked out ourselves from the formula, not an official figure. Suppose the local average monthly wage in the year of retirement is 8000 yuan, and both kinds of average wage are taken as the same number. All amounts below are converted to wage levels in the year of retirement, and interest on the personal account is assumed to exactly keep pace with wage growth. Paying at the lowest tier, 60%, the contribution base is 4800 yuan and you pay 960 yuan a month. Over 15 years you pay about 173,000 yuan in total (exact figure 172800 yuan). From age 60 you receive about 1457 yuan a month: a basic pension of 960 yuan and a personal account pension of about 497 yuan. That is about 17,500 yuan a year (exact figure about 17487 yuan), and it takes about 9.9 years of drawing to break even, that is, until around age 70. Paying at the 100% tier, you pay about 288,000 yuan over 15 years (exact figure 288000 yuan) and receive about 2029 yuan a month. The roughly 115,000 yuan you pay beyond the lowest tier (exact figure 115200 yuan) brings only about 572 yuan more a month, and takes about 16.8 years of drawing to recoup. The reason is that half of the basic pension is calculated from the local average wage and has nothing to do with how much you paid, so people who pay less come out ahead. Each extra year paid at the lowest tier still breaks even in about 9.9 years, a better deal than raising your tier. At the lowest tier, the basic pension makes up the bulk of what you receive. This break-even period does not depend on whether local wages are high or low. Where wages are high, what you pay and what you receive rise in the same proportion, and the break-even period stays the same. Money paid in the early years is small in face value, yet the pension is paid based on the average wage at the time of retirement. So looking only at the face value of what you pay and what you receive, you break even sooner than 9.9 years. The law provides: only those with a cumulative 15 years of contributions at retirement can draw a monthly pension. Those who fall short can keep paying until they reach it. From January 1, 2030, this minimum rises by 6 months each year, gradually reaching 20 years. When a person dies, what remains in the personal account can be inherited. The state will raise pensions in a timely manner in line with average wage growth and price increases. The worked example is only for seeing the order of magnitude. How much you actually receive depends on the local average wage, the tier you pay at, the interest credited to the personal account, and the year you retire. Pensions are adjusted upward after retirement, which is not included in the calculation, so the actual break-even comes somewhat sooner. With delayed retirement, the number of payout months is smaller, so the personal account pays more each month. If you work for an employer, the employer pays 16% and you pay 8%. Without an employer, no one covers that 16% for you, and the full 20% comes out of your own pocket. If you die before drawing enough, the balance of the personal account can be inherited, and your survivors can also claim the funeral allowance and the survivors' pension.
